An account can only be optimised as well as it is measured. We therefore start with conversion tracking: which actions count, how they are counted, and whether they match what your sales team actually receives. If the data feeding Smart Bidding is wrong, every other recommendation rests on sand.
Then we review where the money goes: campaign structure, search terms, match types, bidding, Performance Max, budget pacing and the landing pages that receive the clicks. Each finding is ranked by likely impact and effort, so you know what to fix this week and what can wait.

Google's own recommendations are useful, but they are generated from account data without knowledge of your business, so review each one before accepting it. If your current agency is responsive, an audit is often most useful as input for them rather than a reason to switch.

You do not need an agency to start. These checks reveal the most common problems we see in accounts run for the Indonesian market.
Go to Goals, then Conversions, and see which actions are marked primary. Only primary actions feed Smart Bidding and the Conversions column. If page views, scroll depth or the same form submission from both a Google tag and a GA4 import are primary, your bidding is optimising for the wrong thing. For lead forms, counting is usually set to 'One' per click rather than 'Every'.
In each campaign's location options, the default 'Presence or interest' can show ads to people outside Indonesia who search about Jakarta or Indonesia. If you only serve local customers, switch to 'Presence' so ads reach people who are in, or regularly in, your target locations.
Sort search terms by cost over the last 90 days. Look for job searches such as 'lowongan' or 'loker', 'gratis', 'cara', 'PDF' and competitor or unrelated product names. Add them as negatives at the right level, and check English and Indonesian variants separately.
In Search campaigns, check whether Search Partners and Display Network expansion are on, and compare their performance separately. Then open Recommendations and see which auto-applied recommendations are enabled; some can add keywords or change bids without anyone reviewing them.
Check brand exclusions, whether final URL expansion is sending traffic to pages such as careers or blog posts, and the search term insights and placement information available for the campaign. If most PMax conversions come from brand searches, it may be taking credit for customers who would have found you anyway.
Google Ads can spend up to twice your average daily budget on a single day, but will not charge more than about 30.4 times the daily budget in a month. Campaigns marked 'Limited by budget' may need more budget, or tighter targeting. Do not judge a campaign on a few days of data, especially soon after bidding changes.
An audit is most useful when there is enough account history to learn from. Here is an honest view.
